Taiwan building developer detained after quake deaths

The developer of a building whose partial collapse caused 14 of the 17 deaths when Taiwan, southeast China was struck by an earthquake earlier this month, has been detained by police.

The developer of the Yun Men Tsui Ti building, surnamed Liu, was not licensed to work on a construction project, and the complex was built with inferior materials, significantly lowering its earthquake resistance and strength, local authorities said.

The building in Hualien suffered a devastating collapse only eight seconds after the 6.5-magnitude quake happened.

The quake, the worst to hit the area in five decades, jolted waters near Hualien on February 6.
