Culture Empowers Quality Services, Skills Boost Development -- Anxi She Ethnic Township Integrates Three Characteristics to Paint a New Picture of High-quality Development for Ethnic Townships

On the afternoon of April 18, Anxi She Ethnic Township in Yunhe County held a press conference themed “Culture Empowers Quality Services, Skills Boost Development”. Leading officials from the Township Party Committee and the People’s Government attended the conference, introduced key initiatives and responded to questions from journalists.
At the conference, Lan Tao, Secretary of the Party Committee of Anxi She Ethnic Township, delivered a welcome speech and announced progress on key projects.
To thoroughly implement the reform deployment for the integration of basic public services in Zhejiang Province and closely follow the deployment requirements of “cultivating skilled cadres and building a skill-oriented government” in the new era, Anxi She Ethnic Township, based on its actual township conditions, has taken “Culture Empowers Quality Services, Skills Boost Development” as its core work guideline. Building on its resource endowments, the township pursues coordinated development in cultural enhancement, cadre capacity building and greater efficiency. It pushes forward the integration of basic public services, training of skilled cadres, park-village construction and other efforts to support high-quality development in ethnic townships.
First, improve public service efficiency and develop distinctive diversified integrated services. The township has created an innovative mountain public cultural service brand, adopting the dual-track model of “basic fixed programs + seasonal featured activities”. It has provided an integrated, one-stop supply of services at rural cultural fairs, including cultural performances, intangible cultural heritage inheritance, folk custom experiences, reading services, and policy consultation. This has brought high-quality cultural resources directly to the grassroots and benefited local residents, effectively ensuring equal access to and high-quality sharing of basic public services.
Driven by the integration of basic public services, the township has deeply revitalized the characteristic culture of She Township, explored the cultural connotations of She ethnic arts, food and other ethnic cultures, and continued to inherit the red revolutionary heritage. It has successfully secured funds for the provincial rural revitalization project of old revolutionary base areas, and completed the upgrading and reconstruction of the “Heroic Huangjiadi, Loyal Yanshan Village” original aspiration research base as well as the construction of a red rule of law cultural research route.

Meanwhile, it has cultivated a characteristic brand of children’s literature, built the “Children’s Pastoral Study” research brand, and launched brand activities such as the “Shanha Snow Pear Season”, “Art Huangchu” and “She Ethnic Harvest Feast”. Throughout the year, it has developed more than 20 children’s research products and held over 30 themed research activities. It has innovatively designed immersive integrated packages combining “intangible cultural heritage + red education + parent-child research + starry sky camping”, advancing the in-depth integration of public services and cultural tourism industry, and continuously stimulated the vitality of rural development through integrated services.
Second, strengthen the training of skilled cadres and consolidate the foundation for development services. Focusing on the actual needs of rural development, the township has set up skill teams for “rural cultural tourism” and “industrial development”, built characteristic brands of “Children’s Creation and Sharing” and “Pear Farming Craftsmen”, and promoted the construction of “one post, dual capabilities” for cadres.
It has launched “Cadre Skill Training Classes”, established a “practical training” platform, and formed a full-chain training system featuring “undertaking, learning, practicing and evaluating”. By encouraging cadres to voluntarily take charge of projects, share expertise, conduct on-the-job training at the grassroots level, and selecting “Monthly Skill Pace-setters” and “Quarterly Mobile Red Flag Models”, the township has motivated cadres to master and apply skills, and serve rural development with solid work.

Since last year, skilled cadre team members have taken root in Huangchu Children’s Literature Village, taken the lead in revitalizing idle houses, introducing and cultivating industrial resources, and building characteristic brands, promoting the construction of 6 child-friendly facilities including a Fairy Tale Art Museum, a Starry Sky Camping Base, a Mountain View Art Space and a Shanhaha Rice Field Paradise; and attracted 8 young college students to return to their hometowns for entrepreneurship.

The township has built a self-media matrix of “Skills Vitalize Anxi” and “Dreams Nurtured in She Township”, shot 92 short videos and held 34 live broadcasts, with a total of over 3 million views across the network. It received 20,000 tourists throughout the year, created jobs for more than 20 villagers, and increased the collective income of villages by 300,000 yuan, achieving mutual empowerment between cadre development and rural revitalization.
Third, focus on key industrial projects and unlock bright prospects for all-round development. Taking the development of Huangchu Park Village as a starting point, the township has introduced a town-wide operation team and blazed a new trail for the operation of ancient villages. In 2025, the relevant operation project ranked among the top 10 in the National Invitational Competition for Digital Nomad Sojourn Co-creation of the “Youth Lishui Cup”. Throughout the year, it drove more than 20 farmers to participate in project operation, with a per capita income increase of nearly 3,000 yuan, and helped 2 farmers find employment at their doorsteps.
Key projects have been steadily advanced: the accumulated investment in the Houtang Agricultural and Tourism Integration Complex has exceeded 150 million yuan, and the main project has entered the decoration stage. It has completed the construction of the provincial pilot forestry common prosperity complex, the county’s first under-forest economy technical guidance service station, the Xiawu Red-Green-She Common Prosperity Complex and other projects. The Yunjing Natural Gas Long-distance Pipeline Project, a provincial key project, started smoothly and completed the annual investment plan, and the supporting projects for the 4A-level creation of Fo’er Rock Scenic Area are advancing in an orderly manner.
In 2025, the fixed asset investment reached 50.16 million yuan, ranking among the top of all towns and subdistricts in the county for four consecutive years. The township has targeted investment and cultivation of high-quality business formats, enhanced the quality and efficiency of park village industries, and steadily promoted the docking of projects such as Kongshan Flower House, Zuoyungu Valley, and the Southern Zhejiang Natural Ecological Practice Base.
It has successfully obtained provincial funding from the rural comprehensive reform program to support the construction of common prosperity villages, completed the construction of a 1,300-mu(about 214.16acres) wild indocalamus leaf nurturing base, and built a contiguous 100-mu(about 16.47 acres) demonstration plantation of Fritillaria thunbergii. Through the in-depth integration of projects, industries and operations, it has realized the all-round improvement and efficiency increase of rural development.
In the next step, focusing closely on the county’s “Small County, Big City” 2.0 development goal, Anxi She Ethnic Township will take mountain cultural fairs as its distinctive carrier, skilled cadre development as a powerful engine, and park village construction as a key priority. It will promote the in-depth integrated development of agriculture, culture and tourism, and strive to build a harmonious, prosperous ethnic township that is ideal for living, working and tourism.
At the press conference, leading officials from the Party Committee and the People’s Government of Anxi She Ethnic Township also answered questions from journalists on mountain cultural fairs, the construction of skilled cadres, the integrated development of agriculture, culture and tourism and other issues.
After the conference, the participants went to Huangchu Village to experience on site the She Ethnic Double Third Festival Mountain Cultural Fair of Anxi She Ethnic Township and the first immersive themed research show of Huangchu Children’s Literature Village.
