Man arrested for carrying AR-15 near vice presidential residence

Police on Wednesday arrested a Texas man near a government complex where the vice president's residence is located on the grounds of the U.S. Naval Observatory in Washington D.C.

Paul Murray, 31, was charged with carrying a dangerous weapon, carrying a rifle or shotgun outside of a business, possession of unregistered ammunition, and possession of a large-capacity ammunition feeding device.

He also had a rifle and ammunition in his vehicle, police said.

Vice President Kamala Harris and Second Gentleman Doug Emhoff have not yet moved to the official residence due to renovations currently underway there.

Police said they had received an intelligence bulletin from the College Station Police Department in Texas.

According to the March 10 bulletin, Murray, "may be experiencing a mental health crisis and may be armed with a AR-15".

"Subject has been experiencing paranoid delusions of people, mainly the military and government being after him and want to kill him," the bulletin said.

Murray's mother had received a text from him stating he was in D.C. and was "going to take care of his problem", the bulletin said.

Murray was was medically discharged from the U.S. Army in 2014, where he had been a drone operator.

He has had numerous contacts with local police.

In October 2020, he went to police saying he'd been drugged or poisoned on a recent trip to Japan.

"Stated he was discharged from the Army due to schizophrenia, and owns firearms in his apartment", the report said.

On March 1, Murray went to a local police station saying he was not getting enough support from Veterans Affairs or local police.

"Advised he's been prescribed meds, but immediately stopped taking them all due to 'intense' side effects," the bulletin said.

On March 3, Murray contacted police "believing that he was attacked by a group called '3 Stones' while overseas."

"Stated he didn't want to hurt himself, but might hurt someone else 'if it was justified'. Mentioned owning an AR-15," the bulletin said.
