White Paper for Brunei Land Transport launched

Brunei launched on Monday the White Paper for Land Transport in line with the national development plan "VISION 2035" and the Ministry of Communication's vision of a Smart Society and Excellence in Communications by 2017 in conjunction with the National Seminar on Road Safety.

The White Paper contains National Transport Policies that form the basis of a National Land Transport Strategy and its implementation plan. A series of land transport policies were rolled out under seven strategy guidelines that contained 38 high- level and long-term policy recommendations.

These seven guidelines provide the basis for the development of specific national transport policies and the foundation for the Land Transport Masterplan (LTMP) which identifies four broad strategies - reducing car dependency, keeping traffic moving, achieving sustainable society, and strengthening governance.

The implementation of the masterplan will create more employment opportunities to the population, increase efficiency in the movement of the people, goods and services both in the country and regionally, and achieve social sustainability with specific emphasis on reducing road traffic injuries and fatalities.

Witnessing the event was Minister of Communication Pehin Dato Haji Abdullah, who also applauded the timely establishment of the Center for Transport Research by Institut Teknologi Brunei as this was one of the policy recommendations highlighted in the LTMP.

On the road safety and initiatives to reduce road fatalities, the minister highlighted that the center is working closely together with the Brunei National Road Safety Council with a national target of 35 percent reduction in fatality rate by 2020.

Death from transport accidents was among the top 10 major causes of death in Brunei in 2013. This target was set on the basis of the historical road fatalities data and new measures introduced in line with the Decade of Action for Road Safety (2011- 2020).

In addressing the national road safety issues, the LTMP defines a core set of national road safety targets and Key Performance Indicators for different user group and types of accidents into two categories. Firstly, to reduce the number of killed and serious injury (KSI) by 50 percent, the number of child KSI by 60 percent and that of slight casualties by 25 percent by 2020. Secondly, to reduce the number of KSI by 60 percent, the number of child KSI by 70 percent and that of slight casualties by 35 percent by 2025.

The seminar is jointly organized by the Ministry of Communications and Institut Teknologi Brunei in collaboration with the Brunei National Road Safety Council.
