Chinese state news agency Xinhua on Sunday published

a profile of Li Keqiang

, China's vice premier who was re-elected this November as a member of the Politburo Standing Committee of the Communist Party of China (CPC) Central Committee, together with 17 profilephotos.

The 3000-word article describes Li as "a tenacious reformer" who has tackled the 2008 international financial crisis with a proactive fiscal policy, initiated reforms on affordable housing program and medical and health care program, as well as propelled complex fuel tax reforms involving multiple stakeholders. The article also says Li was "a trouble shooter" who has successfully dealt with various food safety scandals and the 2003 SARS epidemic.

"Reform is like rowing upstream. Failing to advance means falling back," the feature quotes Li as saying. He made the comment at a symposium on advancing comprehensive reforms. Another comment revealing Li's philosophy on reform and governance was: "Those who refuse to reform may not make mistakes, but they will be blamed for not assuming their historical responsibility."

Li's curriculum vitae reflects his rich governance experience. Li served as secretary of the Communist Youth League of China (CYLC) committee of Peking University. He was a member of the Secretariat of the CYLC Central Committee and the Party chief of Henan and Liaoning provinces.

When serving as the party chief of Henan province, Li urged local government officials to introduce capital, technology, experts, advanced management experience and mechanisms from eastern coastal provinces, which have been in the forefront of China's economic expansion, as well as strengthen cooperation with western provinces to seize bigger market share. He also facilitated the province's urbanization by incubating city clusters in the Central Plains as new growth points.

"Confident, smart and eloquent in public, Li is frank, amiable, resolute and responsible at work," said the article, citing comments made by Li's acquaintances.
