Hong Kong chief executive CY Leung attended a public forum at a secondary school, facing both his supporters and opponents. Six people were arrested in the protest outside the venueof the forum.

About 1000 people joined the protest outside the venue of the forum, including both his supporters and members of pro-democratic political parties. Leung was flanked by the city’s secretary for food and health Ko Wing-man, and the environmental bureau head Wong Kam-sing.

Leung attended another public forum a week ago in the New territories’ Tin Shui Wai, which ended up in chaos. Although the order was better this time, opponents of Leung flew paper airplanes to the officials as they arrived, chanting slogans of requesting him to step down. Leung’s supporters exchanged abusive words with them, but the two sides were soon divided by the police.

Six people were arrested in a confrontation beforehand.

In the hall of the secondary school, where the forum was held, Leung spent merely three minutes on generalizing his working report, and most of the time were on the questions and answer session between him and local residents. One of the key issues was the arrangements for the victims of the hostage-taking incident in Manila, which will come to its third year next week. Tse Chi Kin, the brother of one of the victims Masa Tse, also attended the forum.

Leung said the territory’s security bureau has had 23 three minutes with the Philippines’ consulate in Hong Kong since 2012. “I’m also well aware of the demand of the victim’s families:compensation, apology, punishment, and commitment to step up security measures for tourists.

He said he will continue to follow up the incident with Manila through different channels, to seek justice for all Hong Kong victims. But he did not propose a roadmap of presenting a constructive feedback.

Tse said he still remembers Leung’s promise in the APEC summit last year, that he would do something on behalf of the victims. “I’m thankful to your words, but I hope you speak louder than words, said Tse. “I don’ think you’ll keep having meeting without concrete progress, if the deceased were your families.

Representative from Manila made formal apology and compensation to the victims of the Gaung Da Xing No. 28 incident in Taiwanin early August. Tse said his disappointment turned from bad to worse when he read about this.

I’m sure that the Hong Kong government plus the Central government have are much more powerful than Taipei in the international venue, Tse said, “Taiwan took only three months to reclaim justice for its people, how come we still get nothing after three years?

He said he had been looking for lawyers to lodge a lawsuit against the Philippines’ government for him, but had been in vain.

“Next week will be the deadline to raise litigation. I hope my legal advisor and I can finish everything to kick off a civil claim in the court against Manila. Tse said.

The forum’s order lost control as the aggressive political party People’s Power left their seats and yelled at Leung, accusing him as the “liar. But the pro-Leung attendants made a roundly rebuttal, by revealing the pro-democratic politicians’ scandals.

“Long hair is earning more than a hundred thousand Hong Kong dollars a month, but he’s still occupying a flat in a public housing estate; Audrey Eu bought skin care products with money from public purse; Chan Wai-yip is also taking control a government land. You are simply applying a double standard, said the attendant.

The forum lasted for about 1.5 hour. Leung is expected to hold another public forum in the near future.
