In recent years, it has introduced 461 measures, many of which have been replicated and promoted throughout the province and even the whole country.
To optimize the business environment and stimulate market vitality and social creativity, Tianfu New Area recently released the Sichuan Tianfu New Area Innovative Reform Action Plan for the Business Environment.
Under the plan, Tianfu New Area will implement 98 initiatives under eight reform actions: market access, government services, policy services, investment facilitation, new regulatory methods, legal guarantees, element aggregation and innovation capability.
It responds to the demands of market entities and plans for the new development of the business environment, aiming to enhance the satisfaction of market entities and strive to quickly form a batch of replicable and promotable experiences and practices.
Improving efficiency
Tianfu New Area will take a series of new policies to significantly improve government service efficiency as well as the experience of enterprises and the public in handling affairs.
The plan states that by the end of this year, Tianfu New Area will achieve "instant approval and handling" for 100 items, "one permit and license for one item" for 100 items, "zero document handling" for 50 items, "provincial-wide handling" for 50 items, and "one-stop handling for one matter" for 60 items, complete business registration in four working hours and publicize real estate registration services for communities.
On July 20, the government-enterprise public welfare service zone, jointly established by the administrative examination and approval bureau of the Tianfu New Area and Chengdu Sanli Commercial Management, was launched in the Sanli Square in Chengdu. Shortly after, Beike Dental Clinic obtained the first business license issued by the service zone.
"We used to have to go to the government service center to handle the documents and wait in line. Now the service zone is a great convenience for nearby businesses," said Li Yuting, the person in charge of Beike Dental Clinic.
The zone covers high-frequency document handling, government services such as consulting and guidance on document-related matters for businesses and the public as well as investment consultation and marketing promotion.
"Bringing government services into commercial areas meets the demands of businesses and the public," said the person in charge of administrative examination and approval bureau of the Tianfu New Area. In the process of improving service efficiency, Tianfu New Area pays special attention to the continuity of policies and implements reform measures that answer the needs of market entities.
The reform on integration of approval for one item, for instance, focuses on the application for business licenses and high-frequency operational permits involving enterprises.
It has achieved "approval upon admission" for the first batch of 12 pilot projects. This year, the Tianfu New Area will add 30 new integrated approval service items.
The Tianfu New Area will expand the scope of pilot projects, extend the approval from "business license and license for operation" to "business license, license for operation, and on-site inspections", integrate market entity registration, approval services and on-site inspections.
The goal is to strive for the pilot projects of "licensing and surveying "to reach eight by the end of this year.
Enterprise services
The number of market entities in the Tianfu New Area has grown from 21,400 to 120,000, with an average annual growth rate of 24.13 percent since its establishment in October 2014, creating the core competitiveness of industrial development.
The continuous growth of market entities has put forward higher requirements for enterprise services.
In response to problems such as inconsistent standards, decentralized resources, communication difficulties between enterprises and government, and the untimely handling of issues, Tianfu New Area is improving its online and offline government-enterprise communication mechanisms, establishing enterprise service centers and improving the 12345 hotline to enhance the sense of satisfaction for enterprises.
This year, it has held five sessions of government-enterprise communication activities, with the participation of more than 70 market entities.
Through these activities, Tianfu New Area has collected 115 demands. The demands mainly involve government services, policy implementation, enterprise services, talent services and project approval for engineering construction.
Next, the Tianfu New Area will conduct government-enterprise exchanges regularly. The leaders of the Party working committee and the administrative committee will preside over a business environment discussion meeting in every quarter, promoting the resolution of major issues and the implementation of major policies.
According to the plan, Tianfu New Area will also establish an enterprise service center and build a "one enterprise, one specialist "system to provide enterprises with comprehensive and coordinated services. The 12345 hotline will be improved to handle enterprise complaints and issues, ensuring that enterprises can report problems at any time and have their demands handled promptly.

Efforts will also be made to increase the support and guarantees for enterprises and talents to facilitate their development.
Tianfu New Area has established a public employment service platform with local characteristics, through which the Chengdu-based Sea Pioneers Tech recruited new employees recently.
"The platform provides various services for businesses. We can timely check information about job fairs, register for offline job fairs, post job positions and obtain job-seekers' resumes for free," said a human resource worker at the company.
It includes one online platform, one main offline office, nine branch stores in streets, 119 community service stations and several service outlets in residential areas.
The online platform, namely the Leye Tianfu Employment Market WeChat mini-program, provides five functions and five services for public employment.
The functions cover information release, information filtering, intelligent push, analysis and statistics, and real-name authentication. The services are personal job hunting, company recruitment, skills training, business incubation and business handling.
In response to difficulties faced by enterprises in financing, obtaining water, electricity, gas, recruiting and retaining talent, the Tianfu New Area will carry out a series of new measures to facilitate these.
The Tianfu New Area will implement the Rongpiao Plan and the Rongcheng Elite Plan to establish a targeted support mechanism for key employers, supporting them to attract talents with policies and indicators. In addition to the nearly 350 million yuan ($48.52 million) of talent incentive funds already allocated, a special fund of 1 billion yuan for talent development will be established.
