Some 70,000 trillion becquerels of radioactive material may be stuck on concrete lids, called shield plugs, in the upper parts of the Fukushima Daiichi nuclear plant's No. 2 and No. 3 reactor buildings, Japan's nuclear regulators said on Wednesday in a report on the 2011 accident at the Fukushima plant.

The authority said the unexpectedly high level of contamination makes it extremely difficult for humans to approach and work safely near the reactors if the lids are to be removed as part of the decommissioning process.
