Lao ruling party voices concerns over members lack of discipline

Laos' ruling communist party, Lao People's Revolutionary Party, has voiced concern to its members who lack of discipline, Lao state-run online newspaper Vientiane Times reported Thursday.

More than 1,800 Party members failed to follow party discipline, ranging from minor infringements to major acts of wrongdoing, Lao Party Central Committee's Organization and Personnel Committee Head Chansy Phosikham made the remarks when addressing a nation-wide meeting on personnel-organization affairs which ended on Wednesday.

He said some people only joined the party for their own benefit while others gave bribes in both direct and indirect ways to be party members.

Chansy, who is a politburo member, reiterated that some expansion of party membership over the past five years was made via forms of nepotism; meanwhile party member numbers had increased but the quality was not as high as anticipated.

Although many party committees at various levels have accomplished great deeds, they did not pay much attention to the quality of training for party members and building party units.

Official cadres were mainly promoted into party members at the central level, while few grass-root level officials were promoted to be party members.

Chansy was concerned about officials and party members lack of discipline, saying that some party units did not carry out strict management of officials which resulted in violation of the rules.

He called for party committees and units to work harder in addressing the above problems, ensuring that all members understand the Party policies and serve as models in their sectors.

Party members have been urged to dedicate themselves to the nation and people, working with high responsibility and transparency without the involvement of any corruption.

Over the past five years, more than 1,000 members left the party due to various factors including health issues.

Currently there are over 281,000 Party members nationwide, an increase of 27.7 percent compared to 2011. Of the total figure, about 63,748 are female members.

Chansy said the Party Central Committee's Organization and Personnel Committee would concentrate on improving the role of party organizations and reinforce the party leadership in parallel with efforts to enhance the knowledge and capacity of party members. It is critical to strengthen party leadership at grass-roots level with more capable members to lead development in rural areas.

Laos is a least developed country in Asia and over the past 40 years, the Lao People's Revolutionary Party has led the multi-ethnic Lao people to fulfil the two strategic tasks of national defence and development. As a result of the party's leadership, socio-economic development has grown strongly and the number of poor people has declined continuously, the report said.
