Chinese President Xi Jinping has underlined that building Hainan free trade port is a significant strategic decision to push forward the innovation and development of socialism with Chinese characteristics, in an official instruction. For Hainan people, it is an important political task that they must strive to fulfill.
I. What does it resort towhen developingthe Hainan free trade port?
First, it resorts to the "Overall Plan forthe Construction of Hainan Free Trade Port (or free trade port for short). By fully using comparative advantages of the free trade port,it would makeaninnovation of institutional integration featuring three interconnectedhuman capital service markets: "everyone participates, everyone does their best, and everyone enjoys it", create a modern economic system mainly driven and supported by innovation, entrepreneurship and creation, and form a super-large "talent, innovation and capitalmarket” and potential of domestic demand, so as to provide continuous support for the economic and social development for the whole island, andcomplete the task of exploring “system integration and innovation” instructed by the CPC Central Committee ahead of schedule.
Second,it resorts to the spirits of stimulating the vitality of innovation, entrepreneurship and creation in the whole society, as well aspromoting innovation, entrepreneurship and creation, andimpetus of mobility. Theyare proposed in a guideline to step up reform to improve social mobility of labor force and talent, which were jointly issued by the General Office of the CPC Central Committee and the General Office of the State Council on December 25, 2019.
Third, it resorts to Xi’s instruction on Feb 22, 2019, who asked “to establish a standardized, transparent, open, dynamic and resilient capital market". It offers a new way to realize the national strategy of building a free trade port. Hainan should focus on solving three bottlenecks: talent, innovation and capital.
Fourth, it resorts to the opportunity of China’s poverty relief battle,aiming to seek a solutionto promoting integrated urban-rural development. Hainan should practice the concept of "lucid waters and lush mountains are invaluable assets", and take the lead in getting rid of poverty from generation to generation and increasing people’s senses of gain, happiness, and security.
II. Our ideas
First, In thetransition from the old to the new, there’s no making without breaking. Based on the layout of the free trade port, the Hainan model is a development strategy featuring “one main body and two wings”. Promotingurban-rural integrateddevelopment is the main body; establishing a modern economic system driven and supported by innovation, entrepreneurship and creation is the left wing; The three interconnected human capital service marketsis theright-wing.
Second, basic theory, institutional mechanism and business model of the Hainan model
---- Basic theory
If there were only two types of people in the world, "landlords" and those who want to overthrow them, the poor will never get rich.Thus, the society must cultivate the third type of people, chief knowledge officers, who are knowledgeable, creative and own their intellectual properties.They could create great fortune for the society while allowingeveryone to make money first.
----Institutional mechanism
A modern economic system mainly driven and supported by innovation, entrepreneurship and creation,featuring three interconnected human capital services markets, namely "everyone participates, everyone does their best, and everyone enjoys it"
----Business mode
Innovation, entrepreneurship and creation,everyone participates,credit system support, market configuration adjustment,operation by professional team
The combination above is a new economic structure that can break the vicious circle of current economy. It is a new thinking model of business that can turn the poor into the rich people without damaging interests of the rich.
The Hainan model and an economic system featuring “innovation, entrepreneurship and creation” are a perfect fit, which can perform all functions of “effective market and promising governance”, andhelp a large population get rid of poverty.It is a major economic issue that has not yet been solved in the world.
III. The Hainan model comes into being
(1) Following the important instructions of the CPC Central Committee, the Hainanprovincial CPCcommittee and the provincial government on realizing the strategy of rural revitalization, we have been continuously exploringthe Hainan model. Finally, the initial concept of the model comes into being, which aims to thoroughly solve the problem that top people’s concerns - everyone could make money.
(2) Setting up amechanism linking innovation with economic growth is the way to realize the new development concept.
(3) Giving full play to the folk force and promoting the development of the new economy are the main institutional characteristics of the new economy in the future.
(4) The first Chinese knowledge port built by the Hainan model is a huge engine and power source.
The Hainan model, which creates a Chinese knowledge port and an economic system featuring “innovation, entrepreneurship and creation”, will bring advantages and benefits to the economy and society directly:
(1) Everyone could make money.The ordinary people no longer complain about social injustice because oftheir lack of money. People are convinced that the CPC stands behind them.
(2) Small and medium-sized enterprises, the real economy, and local governments no longer worry about talents and capital.
(3) Provide ambitious young people with an opportunity, guide them on the path of innovation, entrepreneurship and creation,and to become strugglers in the new era.
(4) A knowledge portcan accommodate 5,000 people, forming 1,000 five-person teams. If it is replicated in eight other places, 9,000 teams will be produced each year, which will create millions of jobs at least. It will be repeated year after year.
(5) The market consumption increases geometrically annually, which brings a lot of opportunitiesto create wealth.
(6) Everyone will be a shareholder and truly become the master of the country.
