New York governor signs police reform legislation

Protesters in cities across the U.S. are calling forpolice reform even forentiredepartments to be "defunded."

The country's biggest force, theNew YorkPoliceDepartment, is already facing​possiblebudget cuts and new regulations as a result.

But with thousands ofpolicedepartments across the country and powerful unions protecting the interests of officers, experts say implementing change will not be easy.
