Ex-airman Kelley was court-martialled for domestic violence in 2012, and was barred from owning or buying guns.

But last year he was able to purchase a rifle he used in Sunday's attack on a small church outside San Antonio.

The Delhi government is being urged to declare a city-wide health emergency, as residents endured a third straight day of heavy pollution.

Air quality readings in India's capital have soared since Tuesday, with one monitor showing levels in the city were 969 -- the World Health Organization considers anything above 25 to be unsafe.

Those levels are based on the concentration of fine particulate matter, or PM 2.5, per cubic meter. The microscopic particles, which are smaller than 2.5 micrometers in diameter, are considered particularly harmful because they are small enough to lodge deep into the lungs and pass into other organs, causing serious health risks.

Among those reportedly detained are the billionaire investor Prince Alwaleed bin Talal; Prince Miteb bin Abdullah, a son of the late king who was also removed from his post as National Guard chief on Saturday; and his brother Prince Turki bin Abdullah, a former governor of Riyadh province.

A Spanish judge has issued an international arrest warrant for Catalonia’s ousted president a day after she jailed eight members of the region’s separatist government pending possible charges over last week’s declaration of independence.

In the latest twist in Spain’s worst political crisis in four decades, a national court judge on Friday issued a European arrest warrant for Carles Puigdemont in response to a request from state prosecutors.

Puigdemont flew to Brussels earlier this week with a handful of his deposed ministers after Spanish authorities removed him and his cabinet from office for pushing ahead with the declaration despite repeated warnings that it was illegal.

Top 7 | Trump requests extra $4bln to counter DPRK threat

US President Donald Trump has requested an additional four billion US dollars to support efforts to counter the threat from the Democratic People's Republic of Korea (DPRK), as well as funding to increase troop levels in Afghanistan and conduct repairs on Navy ships in the Asia-Pacific.

The budget request, revealed in a letter from Trump to the Speaker of the House of Representatives on Monday, calls for the extra funding "to support urgent missile defeat and defense enhancements to counter the threat" posed by the DPRK.

"This request supports additional efforts to detect, defeat and defend against any North Korean [DPRK] use of ballistic missiles against the United States, its deployed forces, allies, or partners."

Top 8 | S. Korea announces sanctions against Pyongyang

South Korea announced new unilateral sanctions against Pyongyang -- the first under President Moon Jae-In -- on Monday, a day before US President Donald Trump arrives in Seoul on an Asian tour dominated by the DPRK's nuclear programme.

A total of 18 DPRK bankers stationed in Russia and Libya with suspected links to the regime's weapons programmes have been blacklisted, a statement posted on the South's government website showed.

"Those individuals have worked overseas, representing DPRK banks and getting involved in supplying money needed to develop weapons of mass destruction," Seoul's foreign ministry said in a statement.

Moscow decides to ban entry of dozens of Canadian citizens to Russia in retaliation to Canada's new sanctions, the Russian Foreign Ministry said Friday.

"We are forced to act in a mirror-like manner. Based on the principle of reciprocity, it was decided to ban entry to the Russian Federation of a number of Canadian individuals. The list is long, there are dozens of names in it," the ministry's spokesperson Maria Zakharova said in a commentary posted on the ministry's website.

Russophobic individuals who intend to destroy bilateral relations between the two countries are the targets, Zakharova said.

The diplomat called on the Canadian side to quit playing "sanctions games" and take the path of constructive interaction.
