"Those trying to turn Hong Kong into a pawn in geopolitics, a tool to curb China, as well as a bridgehead for infiltrating the mainland, are destroying the foundation of 'One Country, Two Systems,' and they are the real enemies of Hong Kong's prosperity and stability," said a Chinese official on Saturday.

Luo Huining, director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR), made the remarks at a high-level seminar on the relationship between the Communist Party of China (CPC) and the "One Country, Two Systems."

The event was jointly held by the liaison office, the Office of the Commissioner of the Ministry of Foreign Affairs in the HKSAR, the Chinese People's Liberation Army Garrison in the HKSAR, and the Office for Safeguarding National Security of the Central People's Government in the HKSAR.

The "One Country, Two Systems" is an innovative policy created by the CPC with political wisdom, Luo said in his speech.

"Even today we can ask, which country in the world would allow the existence of two social systems within its territory?"

The CPC's leading position is chosen by the history and the people, he said.

"We must safeguard the Party's leadership to ensure the continuation of 'One Country, Two Systems' … The Party is the creator, leader, implementer and defender of 'One Country, Two Systems,'" Luo stressed.

"No one knows better than the Party about the values of 'One Country, Two Systems,'" he noted.

Speaking to the forum, HKSAR Chief Executive Carrie Lam said the smooth return of Hong Kong to the motherland shows the care the CPC had for residents in the city.

By quoting late Chinese leader Deng Xiaoping, Lam stressed that the implementation of the "One Country, Two Systems" principle in Hong Kong was based on both history and reality.

As of July 1, 2021 marks both the 100th anniversary of the founding of the CPC and the 24th anniversary of Hong Kong's return to the motherland, she called on Hong Kong to make its due contributions to realize the Chinese dream of national rejuvenation, by accurately and fully implementing the "One Country, Two Systems" principle and ensuring long-term peace and prosperity of the HKSAR.
