Li Dong, the deputy director of Equipment Department of Ministry of Industry and Information Technology (MIIT), said on Sep. 8 that the MIIT and over 20 ministries and commissions are jointly formulating the detailed schemes on the national strategy of ‘Made in China’, which is the 1+X implementation plan for Made in China 2025, with ten key fields such as electric power and ocean engineering equipment. The Made in China 2025 proposes to organize and implement five key projects on innovation engineering, strong foundation engineering, intelligent manufacturing, green manufacturing and high-end equipment, with the related implementation schemes successively issued before the end of this year.
Li Dong revealed such information in the China International Energy-Forum 2015 mainly held by the China Machinery Industry Federation and China Petroleum and Chemical Industry Federation on Sep. 8 morning.
Li Zhi, chief economist of the National Energy Administration, said in the forum that the Administration is formulating the Energy Industrial Implementation Scheme on Made in China 2025 to detail the national strategy based on industrial situation. Meanwhile, the Administration is also greatly boosting the specialized upgrading and rebuilding action plan for energy equipment. Currently, the plans on power distribution network, energy conservation and emission reduction for fire coal & thermal power and etc. have been issued, and the Administration will successively push out a series of regulations or specialized action plans on micro-grid, energy storage and materials in electric network transformation and nuclear electrical field in next step. In detailed implementation, the key equipment’s nationalization will still rely on China’s key energy construction projects based on previous experience, so as to carry out the upgrading of major equipment, such as gas turbine, smart power grids and high-power units.
It is introduced that the energy equipment involved in Made in China 2025 covers the new energy equipment and all kinds of electronic equipment, such as complete equipment of smart power grids and nuclear power, which will directly support China’s energy and equipment industrial development.
It is believed that whether the energy technology and equipment of a country can support its energy development or not is the key point to judge the country’s strength in energy industry. The industry agrees with this opinion, and China is one of few powerful nations in energy industry worldwide.
Li Zhi also indicated that the significant jobs of 3 aspects are covered to push the energy revolution into next step: 1) to intensify the energy exploration and development, and guarantee the energy safety; 2) to enhance the clean and high efficiency processing and transforming of fossil energy, and carry out the technical innovation; 3) to quicken the development of the clean and renewable energy sources, and conduct the industrialization and application of nuclear power, wind electricity and solar PV. All these cannot develop without the energy equipment, which are the important guarantee to support the energy industrial development.
Lu Yansun, the original vice-minister of Ministry of Machine Building, said: “The new round of scientific, technical and industrial revolutions require the energy equipment manufacturing industry transform to intelligent manufacturing, which is also the main effort direction and entry point for China’s development, with a principal purpose of improving the product quality, ensuring the product uniformity and realizing the digitization control. Massive qualitative data will constantly improve the products. ” Lu also indicated that current electronic equipment capacity has been obviously reinforced to support China’s major engineering construction projects and ensure the continuous optimization of China’s energy structure.
Besides the self-development of the energy industry, the economic transformation and upgrading will also set the requirements for the energy equipment manufacturing. Li Dong pointed out that the pressure on economic downtrend has increased in this year, with only 5.5 percent growth in equipment manufacturing industry from January to July. However, the growth rates in previous years all reached about 10 percent. Differentiation trends also exist in the power generation assembly industry, with the decrease of 29.5 percent and 6.4 percent in thermal and hydroelectric power respectively. The wind power increased 17.3 percent among the new energies. Therefore, structure adjustment, transformation and upgrading as well as quality and efficiency improvement are also the key points for China’s new economic growth in next step.
