Federal, state and local offices are on ballots in primary elections taking place Tuesday in five U.S. states: Georgia, Nevada, North Dakota, South Carolina and West Virginia.

Elections had been postponed in some states amid the COVID-19 pandemic since May. Georgia's Secretary of State Brad Raffensperger postponed Georgia’s primarytwice. West Virginia Gov. Jim Justice delayed voting in his state originally slated for May 12.

All five states have encouraged voters to cast ballots by mail. Nevada and North Dakota are relying almost completely on mail-in votes.

According to the South Carolina Election Commission, 182,000 absentee ballots were sent out in that state and almost 142,000 had been returned by Monday.

Georgia officials said they have received a record 1.2 millionballots by mail.

But at in-person sites in Georgia, some voters complained of long wait times and a shortage of working voting machines, especially in Atlanta.

In West Virginia and Georgia, ballots include Democratic candidates for U.S. president, despite former Vice President Joe Biden already clinching his party's nomination. He's set to face incumbent President Donald Trump in November.

Amid the coronavirus pandemic, many other states were also forced to either delay their presidential primaries or switch to voting by mail with extended deadlines.
