Beijing legislates to promote civil behaviors

Beijing's municipal legislature on Friday voted through a regulation to promote civil behaviors and deter bad habits, turning basic moral rules to legal norms.

The regulation was passed at a session of the Standing Committee of the 15th Beijing Municipal People's Congress and will take effect on June 1.

Spitting, littering, throwing objects from height, eating on a subway carriage, walking dogs without a leash are among the violations to the regulation. Righteous and courageous acts are encouraged by the new legislation.

Teng Shengping, head of the municipal office of the spiritual civilization development commission, said the office will jointly work with relevant departments to set up a record system of civil behaviors, encouraging people to conduct properly.
