Song Zhe, Commissioner of Ministry of Foreign Affairs of the PRC in Hong Kong, said on Tuesday that under the "One country, two systems" regime, the political development of Hong Kong is the city's own affairs. No outsider should interfere.

Song had an official meeting with Clifford Hart, U.S. Consul General in Hong Kong on Tuesday. On behalf of the Central government, Song said that the country objects any external force's intrusion into the territory, regardless of the rules laid down in Basic Law and the National People's Congress (CPC).

He said U.S. diplomatic officials in Hong Kong should respect the "One country, two systems" doctrine, and strictly adhere to the "Vienna Convention on Consular Relation", and the the Consular Convention between the United States of America and the People's Republic of China. No other countries should by any excuse do anything that does not match their own identities, at the expense of Hong Kong's prosperity, or Sino- U.S. relations.
