Top 1 |** Peruvian Congress swears in Dina Boluarte as new president**

Peru's Congress on Wednesday swore in Vice President Dina Boluarte as the country's new president, complying with the line of succession, after voting to impeach Pedro Castillo for alleged "permanent moral incapacity."

Boluarte was sworn in as president through 2026, making her the first woman to lead Peru.

Former President Castillo was detained Wednesday afternoon by security forces hours after his unsuccessful attempt to stay in power by trying to dissolve Congress, which subsequently voted to impeach him.

Castillo's early attempt had sparked resignations by his ministers amid angry accusations from both opposition politicians and his allies that he was attempting a coup.


Top 2 |** China calls for joint efforts to ease Sri Lanka's debt burden**

China hopes relevant countries and international financial institutions will work with China to play a positive role in helping Sri Lanka overcome its current difficulties.

China's Foreign Ministry spokesperson Mao Ning made the remarks when asked to comment on media reports that an International Monetary Fund (IMF) team will travel to China this week to discuss faster progress on debt restructuring for countries including Sri Lanka, which is trying to get an assistance package from the IMF.

Mao noted that China has long maintained solid cooperation with the IMF and other international economic and financial institutions.


Top 3 | UN chief appeals to developed countries for more funds to help preserve biodiversity

Developed countries must provide bold financial support for the countries of the Global South as custodians of the world's natural wealth, UN Secretary-General Antonio Guterres said on Tuesday.

Addressing a ceremonial opening of the 15th meeting of the Conference of the Parties (COP15) to the UN Convention on Biological Diversity, Guterres said international financial institutions and multilateral development banks must align their portfolios with the conservation and sustainable use of biodiversity.

The secretary-general also called for the implementation of national plans that would divert subsidies and tax breaks away from activities that can destroy nature and the recognition and protection of the rights of indigenous peoples and local communities.


Top 4 | UN children's agency appeals for 1 bln USD to help children in Horn of Africa in 2023

The UN Children's Fund (UNICEF) on Monday launched a one-billion-U.S.-dollar emergency funding appeal to reach millions of children in the Horn of Africa region in 2023.

UNICEF said it revised its emergency life-saving appeal across Ethiopia, Kenya, and Somalia from 879 million dollars in September to one billion dollars to cover 2023.

It said children in the Horn of Africa region are experiencing the most severe drought in recent history across the three countries, as well as the conflict in northern Ethiopia.


Top 5 | White House asks Republicans to condemn Trump's remarks on U.S. Constitution

The White House on Monday condemned former U.S. President Donald Trump's weekend remarks that called for the suspension of constitutional rules, and urged more Republicans to come forward to rebuke the former president.

Some Republicans also condemned the remarks made by Trump on Saturday on his Truth Social online platform.

Trump last month announced a third run for the presidency in 2024.


Top 6 | Memorial meeting held to mourn Jiang Zemin

A memorial meeting for Jiang Zemin, who passed away on November 30 at the age of 96, was held Tuesday morning in the Great Hall of the People in Beijing.

Xi Jinping, general secretary of the Communist Party of China Central Committee, Chinese president, and chairman of the Central Military Commission, addressed the meeting.

All participants in the Great Hall of the People paid a three-minute silent tribute to Jiang at the start of the memorial meeting.


Top 7 |** Indonesia plans to build nuclear power plant, seeks investors**

Indonesia aims to develop a nuclear power plant in 2039 to achieve net zero emissions and support domestic needs for energy, the country's Nuclear Energy Regulatory Agency (BAPETEN) said Sunday.

The agency's Director for Nuclear Installation and Material Control, Haendra Subekti, said in a statement that to realize the target, Indonesia is currently looking for investors to help finance the plant's construction.

Indonesia's plan to establish a nuclear power plant has been stipulated under a government regulation on the operation of risky businesses. The plant aims to provide new and renewable energy for the Southeast Asian country so that it can reach its zero emissions target.


Top 8 | OPEC+ agrees no further cuts despite growth downturn, Russian oil cap

OPEC+ has agreed to keep to its oil output targets as oil markets struggle to assess the impact of Chinese demand and a G7 price cap on Russian oil exports.

OPEC+, made up of the Organization of the Petroleum Exporting Countries (OPEC) and allies including Russia, angered the U.S. and other Western nations in October when it agreed to cut output by 2 million barrels per day, about 2 percent of world demand, from November until the end of 2023.

Washington accused the group and one of its leaders, Saudi Arabia, of supporting Russia despite its actions in the Ukraine war.

OPEC+ said it had reduced output because of a weaker economic outlook. Oil prices have dropped since October due to slower Chinese and global growth and higher interest rates, prompting speculation the group could reduce output again.


Top 9 | EU must adjust laws on public investment to tackle U.S. climate plan 'distortions', says bloc chief

European Union chief Ursula von der Leyen has said the bloc will have to act to combat "distortions" created by Washington's $430 billion plan to heavily subsidize climate-friendly technologies in the U.S.

The EU must "take action to rebalance the playing field where the IRA (Inflation Reduction Act) or other measures create distortions," Von der Leyen said in a speech at the College of Europe in the Belgian city of Bruges on Sunday.

EU countries have hit out on Washington's landmark Inflation Reduction Act, claiming that its inclusion of state subsidies is "anti-competitive" and a threat to European jobs, particularly in the energy and auto sectors.


Top 10 | Afghanistan condemns attack on Pakistani embassy, assures security to diplomatic missions

The Taliban-run caretaker government has strongly condemned the attack on the Embassy of Pakistan in Kabul as an act of terror and assured to provide security for the diplomatic missions based in the country.

Unknown armed men attacked Pakistan's embassy in Kabul on Friday, injuring a guard of the mission but the head of the mission escaped unhurt.

Kabul police spokesman Khalid Zadran confirmed the attack.
