U.S. adds China's CNOOC, Skyrizon to blacklist

The U.S. Department of Commerce has added Chinese National Overseas Oil Corporation (CNOOC) to the Entity List and Chinese company Skyrizon to the Military End-User (MEU) List. CNOOC has been deleted from SP stock indices due to the sanctions.
