New area shines as beacon of development

Sichuan Tianfu New Area in Sichuan province has ushered in a golden age for development since being officially approved as a national-level new area in October 2014, officials said.

With the commitment to building itself into a demonstration area for new-pattern development and a Park City concept, the area has been creating a vibrant climate for business environment optimization.

Since 2019, the new area has successively introduced reform policies and launched 363 reform measures, which laid a solid foundation for the achievements in administration reform and service upgrades.

A resident surnamed Qi experienced the working efficiency of the government affairs service in Tianfu New Area when she decided to finish the real estate registration and certificate replacement business and get her loan.

Initially, she was unable to go to the center in person as she was living faraway at that time. After consulting with staff members at the Tianfu New Area Real Estate Registration Center, she found out there was a way to handle it through the online service hall.

"I thought I had to arrive at the registration hall and submit materials. But the process exceeded my best expectations. Following the steps, I only spent three minutes completing the online registration and application," she said.

The case demonstrates the results of the "All-in-One Network" reform project in the area. It was selected to be part of the Sichuan business environment optimization case collection in 2021 and promoted throughout the whole province.

Leveraging the strengths of internet and blockchain technologies, the area is promoting the practice of video identity authentication, electronic signature, 24-hour online service and three-minute real estate registration application procedures.

In recent years, Tianfu New Area has been concentrating on serving the needs of a wide range of market players and constantly optimizing service measures, which has resulted in a good number of benefits for enterprises and improved convenience for the public.

In order to solve the key problems faced by market entities when they search for methods to access the local market, Tianfu New Area launched the pilot reform project to integrate the approval procedure on Oct 10.

Focused on the issuing of business licences and other high-frequency issues, they optimized the approval process and built up a system to share the data among different government departments. The first batch of pilot projects involves four-category reform in 12 service scenarios in an attempt to serve the enterprises completely.

The innovation in the judicial system can also be a key driving force to stimulate industrial innovation and entrepreneurship, an official said.

On Feb 5, 2021, the Tianfu Legal Affairs Center officially begun operations. As the first provincial-level modern legal affairs testing area in China, it is playing a significant role in propelling entrepreneurship and bringing vitality to market entities with innovative law practices.

Xinyuan Liansheng, located in the new area, is engaged in the export of mechanical and electric equipment accessories. Its clients are mainly from countries and regions involved in the Belt and Road Initiative.

As the company is not familiar with the tax system and policies of BRI countries, it sought advice from staff members of the tax law service department of the Tianfu Legal Affairs Center and obtained practical advice.

In July 2021, the tax law service department began operation, and is responsible for solving major tax-related disputes, preventing international tax disputes and providing tax guidance for BRI businesses.

At the beginning of this year, the practice of the center was recommended as one of the special cases in China's reform in 2021.

Tianfu New Area has also taken the lead in establishing the following three innovative mechanisms — judicial credit incentive, credit commitment and credit repair in the province and giving play to the multiple effects of the credit mechanism. Such measurements can not only protect the rights and interests of the parties to the case, but also help create a fair market and business environment.

As the first place to put forward the development concept of a park city, Tianfu New Area continues to deepen the governance and create a high-quality livable environment for entrepreneurs and talents.

In August, the Chengdu Transfar Center Plaza located in the Tianfu Central Business District was officially launched.

Xiong Lei, a marketing manager of Transfar Group said that while sitting in the office, people can see the broad vision of Tianfu Park. Having the park visible from the window can help relieve work pressure. After lunch, people can also take a walk in the park and breathe the fresh air, which makes it a real park city.

"After moving to Tianfu New Area, I feel that the government and enterprises can have a really good relationship. The business environment is also excellent. The talent policy is attractive," Sun Yuxia, a department leader from the Chengdu Transfar Center said.

Additionally, finance as a core part of the modern economy has sustained an increasingly important momentum in optimizing the business environment, an official said.

The finance bureau in the area worked together with Chengdu Intellectual Property Financing Fintech and built up an online platform for meeting financing demand — the "Tianfu e-Financing Code".

By integrating with a WeChat QR code, the "Tianfu e-Financing Code "breaks the time and distance limitations in financial consulting services and enables the enterprises to submit their demands at any time. Since its launch in June, the platform has provided services for 102 enterprises.

Thanks to the constantly improved business environment, Tianfu New Area has fostered a group of multibillion-yuan industrial clusters. Its economic output ranks fifth among the 19 national-level new areas and the number of market players expanded from 18,368 in 2013 to 109,041 at the end of September.
