(ASSOCIATEDPRESS)Japan'sPrimeMinisterShinzoAbesaidFridayhehasdecidedtotemporarilysuspendpreliminaryworkonmovingaMarineCorpsbaseonOkinawaandtalkaboutthecontentiousrelocationplan.
Thegovernmentandopponentsofthebaserelocationhavebeenlockedinalegalbattle,wherebothsideshavesuedeachother.
AbesaidthathisgovernmentisacceptingacourtproposalnottoforcethereclamationworkoverOkinawa'sobjections.ThecourtinFebruarymadetheproposalasaninterimstepallowingtalks.Detailsoftheproposalwerenotmadepublic.
OkinawaGov.TakeshiOnagalastyearissuedanordertosuspendpermissionforthereclamationwork.Thenthecentralgovernmentsuedtoreversetheorder,towhichOkinawacounter-sued,seekingacourtinjunction.
Theworkinvolvesfillinginpartofabaytocreateoff-coastrunwaysforFutenmaairstation,whichisnowinamoredenselypopulatedarea.
AbesaidtheplantoeventuallymovethebasetothetownofHenokoisunchanged.Therelocationisbasedona20-year-oldbilateralagreementtoreducetheburdenoftheUSmilitarypresenceonOkinawa.
OpponentswantthebasemovedoffOkinawaentirely,andaprospectforacompromiseisstillunclear.
Thesuddenreversalofthecentralgovernment'spolicytocontinuewiththereclamationworkisseenasavote-buyingattemptaheadofthissummer'sparliamentaryelections.
Abesaidhewantstoavoidleavingthesituationdeadlocked"foryearstocome,adevelopmentthatnobodywantstosee."
HesaidhisgovernmentwillproceedwithtalkswithOkinawa"towardanamicablesettlement"underthecourt'sproposal.Okinawahasagreedtoaccepttheproposal,andisexpectedtodropthelawsuit.
